Strategic Capacity Group (SCG) delivers seamless logistical travel services and administrative support for more than 1,000 participants annually from 51 countries, advancing the U.S. Department of State Bureau of International Narcotics and Law Enforcement Affairs’ (INL) International Law Enforcement Academies (ILEA) program and other INL-sponsored initiatives. Training events take place weekly at ILEA program training centers in Botswana, El Salvador, Ghana, Hungary, Thailand, and the United States. Since 2023, SCG has been a trusted implementing partner, helping ensure success of INL training and relationship-building activities with law enforcement partners globally.
Strategic Capacity Group (SCG) has been supporting the Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL) since 2019 to help the Haitian National Police (HNP) and criminal justice institutions execute their public service mission by providing turn-key travel and logistics support in Haiti and elsewhere.
Strategic Capacity Group (SCG) delivered advisory services, knowledge-sharing, and training events, as well as logistical support and event management services, in Burkina Faso, Mali, Mauritania, Niger, and Senegal for the Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL). In addition, SCG helped develop five regional networks that enhanced partner self-sufficiency and sustained institutional reform and cross border coordination even after the project ended. This project supported INL’s mission to strengthen Sahelian criminal justice and security sector institutions’ ability to mitigate threats arising from transnational organized crime, terrorist networks, and armed conflict.
Corrections officers and agencies worldwide face acute shortages of trained personnel and resource deficits, which contribute to overcrowding, violence, internal threats, insecure facilities, and transnational criminal group recruiting in correctional facilities. Strategic Capacity Group’s Global Corrections Program trained correctional officers from around the world in the United States at the International Corrections Academy (ICA-C) in Cañon City, Colorado, the Maryland Police and Correctional Training Center (MPCTC) in Sykesville, Maryland, and the Mock Prison Riot (MPR) event in Moundsville, West Virginia. SCG developed curricula, supported experienced Corrections Trainers from partner institutions to deliver high-quality training, provided Turn-Key Logistics support to traveling delegations, organized cross-cultural activities for delegates during each training, coordinated with partner training facilities in Maryland and West Virginia to deliver high quality training to delegations, and measured training effectiveness across all facilities. Additionally, SCG established, renovated, maintained, and managed the new International Corrections Academy (ICA-C) training facility in Colorado for the Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL) and in coordination with the Colorado Department of Corrections.
Strategic Capacity Group (SCG) provided seamless travel and event logistics support to the Department of State in Thailand from 2021-2024. SCG supported participants from the Thai national police services, specialized law enforcement units, and other criminal justice and security sector actors to attend critical security sector capacity building events, earning high satisfaction ratings from participants for the quality of its event execution and customer service.
Strategic Capacity Group (SCG) provided seamless travel and event logistics for the Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL) in Belize from 2020-2022. SCG planned and managed 48 events for prosecutors, judges, court officers, border agents, members of vetted units, police, and other justice sector personnel in Belize and elsewhere in the region. In addition to organizing conferences and training facilities, arranging catering and transportation, preparing event materials, securing interpretation and translation, and verifying Leahy vetting, SCG’s Belize-based team earned high customer satisfaction scores for their professional customer service providing travel and logistical support to nominated participants, including travel documents, travel advances, flights, travel insurance, ground transportation, lodging, meals, and per diem.
Strategic Capacity Group (SCG) provided seamless travel and event logistics support to the Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL) in Vietnam, Thailand, Malaysia, Laos, Indonesia, and Burma from 2020-2023. Despite the pause in travel and events due to COVID travel restrictions and the political instability in Burma, SCG supported nearly 400 participants attending 12 events in the region and in the United States. To enable INL to deliver effective capacity building, including training, technical assistance, mentoring, tuition payments, and other activities for criminal justice sector personnel, institutions, and actors in Southeast Asia, SCG verified Leahy vetting, booked travel, insurance, and lodging, arranged catering, interpretation and translation, booked and managed conference, workshop and training facilities, distributed per diem payments, managed tuition and conference registration, and organized site visits and study tours, earning high satisfaction ratings from participants for the quality of its event execution and customer service.
