Security Sector Reform

About

SCG’s SSR Program works with security sector institutions and forces to enhance effectiveness and accountability by building human and institutional capacity.

SCG assists international donors to frame and prioritize foreign assistance to support SSR goals and recipient governments to strengthen, reform, or (re)construct their security sectors.

How We Do it
  • Developing “conceptual roadmaps” for security sector reform based on best practices;
  • Empowering “change agents” and connecting them with like-minded counterparts;
  • Assessing security sector capacity, identifying gaps, and developing solutions; and
  • Developing training and education tailored to enhance capacity for managing, implementing, and advocating for reform.

Strategic Capacity Group’s Turn-Key Logistics (TKL) program enables busy program managers to “turn the key” and trust SCG to deliver seamless travel, event, and facility logistical services. Academies of Excellence

About

SCG’s Academies of Excellence Program is designed to modernize and reform military and law enforcement academies. The program works with government ministries and academy leaders to assess institutional effectiveness, revise learning outcomes, design new curricula, enhance faculty expertise, create feedback loops, and streamline academy management processes

How We Do it
  • Assessing current curricula, pedagogy, and outcomes  to identify needs and gaps;
  • Modernizing curricular content to enhance learning, standardize training, and improve interoperability;
  • Educating the educator using pedagogical tools that blend conceptual and field-based learning; and
  • Designing institutional research and feedback loops from the field to keep curricula current.

Maritime and Border Security

SCG’s Maritime and Border Security Program utilizes a multi-tiered approach to regional and national land and maritime borders and border “hotspots.” SCG has more than a decade of experience implementing border security programming. Our approach includes strengthening and facilitating interministerial coordination and response, generating operational capacity and interoperability, and promoting cooperation among security actors and between security actors and local communities.

How We Do it
  • Conduct substantive threat, institutional, and gap assessments of border management, operations, and community engagement.
  • Develop strategic plans, Concept of Operations (CONOPS), related guidance, and training for implementation.
  • Build operational capacity through tabletop simulations and tailored trainings for border security forces, agencies, and other stakeholders.
  • Facilitate inter-ministerial coordination, enhance response effectiveness, and develop coordinated response options.
  • Develop mechanisms for cross-border regional cooperation among border security institutions and between border security actors and communities to enhance border security management.

FTO and TCO

About

SCG’s programs to Counter Foreign Terrorist Organizations (FTOs) and Transnational Criminal Organizations (TCOs) strengthen partner institutions to disrupt FTOs and TCOs that threaten U.S. and global security. Through focused programs in Africa, Asia, Latin America, the Caribbean, and Eastern Europe, SCG advances anti-terrorism and anti-crime strategies that deliver measurable outcomes, including stronger vetted units, more effective disruption of cross-border networks, and more secure correctional environments. By designing time-bound, results-driven initiatives, SCG ensures partners develop the systems, procedures, and skills to sustain progress after assistance ends.

How We Do it
  • Assess local drivers of radicalization, violent extremism, and terrorism in collaboration with trusted partner institutions.
  • Partner with vetted units and national agencies to design and implement targeted anti-terrorism and anti-crime strategies.
  • Deploy technical experts and advisors to strengthen justice, law enforcement, and corrections partners in investigations, evidence handling, and protecting institutions from FTO and TCO infiltration.
  • Embed security sector best practices in at-risk communities to reduce FTO and TCO influence and recruitment.
  • Foster community-security partnerships for early threat detection and to build local resilience. 
  • Provide policy-relevant analysis to shape the development of national strategies against FTOs and TCOs and to strengthen inter-ministerial and inter-agency coordination.
  • Build skills and advise on inter-ministerial coordination to sustain disruption of terrorist and criminal networks.
