Political parties in Sierra Leone are organized along regional and ethnic lines, and elections have historically been marred by violence and conflict. In 2023, Strategic Capacity Group provided election security training and mentoring to the Sierra Leone Police (SLP) to prepare them to manage election security challenges and reduce the recourse to the use of force in the lead up to and during the 2023 national elections.
SCG deployed experienced advisors to assess, train, and mentor the SLP’s personal safety and public order units and commanders to prepare the SLP to address the potential for heightened tensions in the lead up to and during the 2023 national elections. Over the course of a series of deployments between 2022 and 2023, the advisors assessed the capacity of SLP units, personnel, and institutions critical to public order management, including the SLP Training School, Incident Command Center, and Joint Operations Center, to manage election security and deliver training in accordance with international standards. Based on the assessment findings, the experts worked with SLP counterparts to develop a comprehensive training curriculum approved by the SLP Inspector General and subsequently trained SLP instructors to prepare them to train up to 14,000 officers throughout Sierra Leone. After training was completed, SCG mentored and advised the SLP for a month in the lead up to and during Sierra Leone’s 2023 national elections.
