Colombia Academy of Excellence Program

Overview

As a leading police organization in the Western Hemisphere, the Colombian National Police (CNP) actively works to constantly improve its service, while also sharing its knowledge with regional counterparts across Latin America and the Caribbean. Efforts are underway to continue improving the basic and in-service training of professional/technical police personnel to enable the CNP to meet the safety and security needs of Colombia and its citizens.

Project

In support of the U.S. Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL), SCG is working alongside the CNP’s National Directorate of Schools (DINAE) to assess areas for improvement and offer advice and practices to enhance the basic training curriculum of front-line personnel. Activities include:

  • Identifying international best practices for the basic training curriculum.   
  • Conducting an assessment of classroom and scenario-based training. 
  • Implementing assessment recommendations to strengthen the basic officer curriculum.

SCG

Strategic Capacity Group is a nonprofit dedicated to enhancing the ability of the United States and its partners to build strategic security sector capacity both at home and abroad. SCG assists donor and recipient governments to assess institutional capacity, identify gaps, develop and implement solutions, and improve the sustainability and impact of reform.  

SCG’s Academies of Excellence Program is designed to modernize and reform military and law enforcement academies. The program works with government ministries and academy leaders to assess institutional effectiveness, revise learning outcomes, design new curricula, enhance faculty expertise, create feedback loops, and streamline academy management processes. The program focuses on:  

  • Assessing current curricula, pedagogy, and outcomes to identify needs and gaps;
  • Modernizing curricular content to enhance learning, standardize training, and improve interoperability;
  • Introducing pedagogical tools that blend conceptual and field-based learning; and
  • Designing institutional research and feedback loops from the field to keep curricula current.
