Security Sector Reform

About

SCG’s SSR Program works with security sector institutions and forces to enhance effectiveness and accountability by building human and institutional capacity.

SCG assists international donors to frame and prioritize foreign assistance to support SSR goals and recipient governments to strengthen, reform, or (re)construct their security sectors.

How We Do it
  • Developing “conceptual roadmaps” for security sector reform based on best practices;
  • Empowering “change agents” and connecting them with like-minded counterparts;
  • Assessing security sector capacity, identifying gaps, and developing solutions; and
  • Developing training and education tailored to enhance capacity for managing, implementing, and advocating for reform.

SCG’s institution building program enhances the strategic capacity of Ministries of Defense, Interior, and Public Security, and operational and combatant commands to improve the sustainability and impact of modernization and reform programs.

How We Do it
  • Providing guidance to address policy and implementation gaps;
  • Assessing institution-building needs; 
  • Designing and implementing capacity building support to meet identified needs; and
  • Advising on best practices to institutionalize enhanced processes and procedures to meet the recipient institution’s mission and goals.

Academies of Excellence

About

SCG’s Academies of Excellence Program is designed to modernize and reform military and law enforcement academies. The program works with government ministries and academy leaders to assess institutional effectiveness, revise learning outcomes, design new curricula, enhance faculty expertise, create feedback loops, and streamline academy management processes

How We Do it
  • Assessing current curricula, pedagogy, and outcomes  to identify needs and gaps;
  • Modernizing curricular content to enhance learning, standardize training, and improve interoperability;
  • Educating the educator using pedagogical tools that blend conceptual and field-based learning; and
  • Designing institutional research and feedback loops from the field to keep curricula current.

Border Security

About

SCG’s Border Security Program utilizes a multi-tiered approach in countries with critical border hotspots using facilitated dialogue at the senior ministerial level; community engagement and threat assessment skills at the operational level; and building engagement platforms between law enforcement and communities at the local level.

How We Do it
  • Conducting substantive threat, institutional, and gap assessments of border management, operations and recruitment, and community engagement;
  • Building operational capacity through tabletop simulations and tailored trainings for border security stakeholders;
  • Facilitating inter-ministerial coordination and enhancing response effectiveness to develop coordinated response options; and
  • Facilitating cross-border regional cooperation among border security actors and between border security actors and communities on critical border “hotspots.”

SCG’s CVE and CT program assesses local drivers of radicalization and develops solutions enabling community-government partnerships.

How We Do it
  • Assessing local drivers of radicalization, violent extremism, and terrorism by working with and through local partners;
  • Embedding security sector best practices in marginalized communities to improve security;
  • Fostering community-security partnerships to address shared threats;
  • Providing policy relevant guidance to inform the development of national strategies and promote inter-ministerial coordination; and
  • Building skills and advising on inter-ministerial coordination capacity and community-security engagement.
